Reinstalling the Intel SIO driver did the trick Still no touchpad in the Dell diagnostic tool though. Make sure you install or update "Intel Serial IO driver" first this is in the chipset category. I just did a test and when you install this driver a new entry called "Dell touchpad" is added into the same category of the device manager. When you install the driver provided by the manufacturer it should be listed as Dell or Synaptics Touchpad.

In fact I installed Windows 10 on the very same model only a few weeks ago without any glitches. So the device is definitely there, listed under "Mice and ther pointing devices" not under "Unknown Devices", but hidden. The touchpad is not even available during Windows setup, you know, when you customise your installation, partition size, etc. Meanwhile I have installed Windows 10 again but the problem remains. I don't mind things "going wrong" at this stage. At my wits end really Ok this is not a standard solution so first set a restore point so you can roll back to that in case things go wrong I found several Dell touchpad drivers on this link but be carefull a bad driver can mess things up.

So either I'm missing something silly here or it is indeed a hardware problem. When I disconnect the mouse the cursor simply disappears in WIndows as it usually does when there is no pointing device present. Verry strange on my system inspiron it is obviously a synaptics touchpad but it also says "PS2 Compatible Mouse" however working fine here. Is it possible that connecting a USB mouse has disabled the internal pointing device? As I said, no touchpad driver is offered on the support website and searching a driver by the hardware ID did not yield any results. To make a long story short, I doubt the issue is related to Windows in any way because the touchpad now is not even available in the Dell Diagnostic tool or any Linux Live distro I have tried. And this is where the trouble started, the touchpad wasn't working during Windows setup so I thought, "Well, just connect a mouse and install the input driver later. I then decided to install Windows 10 instead. The story so far: laptop came with Ubuntu and the touchpad was working initially.
